The series addresses the costs and benefits of VISION 2020 - the global initiative for the elimination of avoidable blindness, a joint program of the World Health Organisation and the International Agency for the Prevention of Blindness. This report synthesises the key findings of the previous three reports in the series.

Impact evaluation findings and lessons learned: Universal access to refractive services within the national health system in Uganda.

Enormous progress has been made to treat cataract, the leading cause of blindness in developing countries. However, Africa already faces the next challenges: diabetic retinopathy, age-related macular degen- eration and glaucoma present the main emerging diseases with preva- lence rates comparable to anywhere in the world. Furthermore, lens complications and retinal detachments can accompany an unsuccessful cataract surgery. These developments have already been observed in China, India and the Middle Eastern countries. So far, Africa has given low priority to retinal diseases and is not prepared for the procedures and treatments. However, with the right training and equipment, these challenges can be tackled successfully.
